With Outwit and PulseWave being "can't use" now instead of counter and ignore how does this work with perplex?
Example, character a perplexes it's own defense up +1. Character B uses outwit on Character As perplex. Is As defense still modified by +1, or is the effect gone until Outwit ends. Same scenario for PulseWave except lets say A perplexd down Bs attack value (since PulseWave is printed defense now), if B uses PulseWave on A will it still have -1 from Perplex?
I'd suggest reading the "Twin Rules of Duration" entry on pg. 29 of the rulebook.
In short, when an effect with a duration (like Outwit or Perplex) "can't be used", the duration is suspended, but the effect doesn't expire. In the case of your Pulse Wave example, the Perplex would not be in effect for the Pulse Wave, but would return after, assuming it had not been lost.

After reading those pages, im just concerned about why they supercede the Triggered effects rules on page 10?
Pulsewave's can't use doesn't supersede triggered effects rules. The first statement on pg 10 is about what happens if the power is triggered and then lost or can't used. It has already been triggered and thus resolves.
In the case of pulsewave, the power or ability that would effect after resolutions could not be used and therefore never triggered.
Works for me. I'm just trying to make sure i have a proper understanding. I've seen people argue saying that the effect of Perplex persists after Outwit and PW even with a clear example on page 29, so i just wanted to have some kind of reassurance.
Under the previous rules "can't use" would not affect an ongoing effect. It only prevented new activations and triggers as well as passive effects.
E.g. if character A used Outwit to countered a power on character B. Then on the opponent's turn character C uses an effect on character A that states that it can't use Outwit then B's power would remain countered.
This is no longer the case. Under the new rules "can't use" will suspend any ongoing duration. However if the power can be used again before that ongoing duration expires the effect will continue as if nothing had happened. So in the above example character B's power would return when character C uses it's effect on character A.
However when the effect is lost the duration expires immediately and would not continue if the effect is later regained before the duration would have expired.
So if a character has used perplex to modify the pulse wavers attack value by -1 and that character is within range then the modifier goes away while the pulse wave is happening. After resolutions the modifier returns.
