So it says at the beginning that text in black letters are sidebars and not actual rules themselves. In the unique character section it says nothing about limiting two unique characters being the limit on a force, but the sidebar for Prime Characters does below it. Which is it, I'm confused, I've used the search function and not found this question.
Unique Characters
Unique Characters have a silver ring on their base and their character card portrait. You may not include more than one copy of a specific Unique character (with the same name, set symbol, and collector's number) between your starting force and starting Sideline.
Sidebar
"Each of these restrictions is independent from one another. You may have one Prime character and two different Unique Characters all together on your starting force."
The sidebar example you read is just an example. You're only allowed to have one Prime character on your force, but you can have as many Unique characters on your force as you want. Each character just must be a different Unique character.
There's no limit of two uniques. It's telling you that you could use a force of one prime and two uniques if you wanted to.
