They have gotten rid of the wording/interaction of "or fraction thereof" or similar wordings. So now it leaves me to wonder if he could use it 2 additional times.

I will accept any answer provided you can give me a solid answer as to why this is the case and show me where this answer is based because I can't for the life of me find any sort of clarification in the rulebook.

It is every full 2. The phrasing "or fraction thereof" is what would allow what you're talking about. Without that, you must meet the full requirements, which is 2. There isn't going to be any clarification in the rulebook because its unnecessary.
