There used to be a rule that stated effects which alter the way a character is KOed can not be ignored. I do not see any similarly worded rule with Protected: Pulse Wave in the new rules for effects which KO a figure.
Does that mean that if HaHa Joker crossed over a line from Pulse Wave damage he would not lose an Escape Token?
Given that the ruling was these kinds of effects that alter how a figure is KO'd couldn't be ignored or circumvented in any way, I'd have to assume that is still the case. Otherwise, it causes all sorts of issues, like the Supreme Intelligence/ this Joker question that came up a while ago, in this thread- http://www.hcrealms.com/forum/showthread.php?t=569835
Also, given that under the old rules, any effect like this could not be countered or ignored, so it can easily be argued that they should all automatically have Protected" Outwit and Pulse Wave rolled into them.
This should probably be asked on the WIN, but my guess is it's just something that got missed in the rules changeover. They'll either need to reissue a clarification, or errata a whole bunch of stuff.
The Shredder Elite explicitly saying "This can not be ignored" was what initially got me thinking about if it was still a general rule. If I were judging I think I would still pretend it was a rule because of cases like this Joker and others.

Shredder Elite doesn't change how they are KO'ed, only when. So, even with the general rule, they need that explicitly stated on their Trait to get around Pulse Wave.
I looked again but I think I simply read the explanation about alternate KOs and filled in the general rule.
Asked on the WIN, let's see if I get an answer (or am blacklisted).
