No. Power Cosmic/Quintessence grants the all caps PROTECTED:Outwit. And with that the character cannot be targeted by Outwit at all. Doesn't matter what you are trying to Outwit on the character.

As a follow up, what about figures like Jor-El from the MoS set that specifically target the team ability to be canceled out? Can those still function?
Essentially, can you still use the characters that get rid of TA's to get rid of the PC/Quin TA's, and thus, side-step the Protected status?

Just to be thorough... what if you gave the god of knowledge the Omega Drive?
Then he wouldn't need LoF, and would be able to choose powers that have Protected. He still wouldn't be able to target a character that has PROTECTED. And he still wouldn't be able to choose PC/Q as they are Team Abilities, and the Omega Drive only let's you affect powers.
No, they cannot because of the change in regards to PROTECTED that mirandir points out above.
Outwit that targets Team Abilities no longer affect Power Cosmic/Q figures.

Yeah, as written his power doesn't work. An intent ruling would let him work as he always did though.

Yeah, all that Warlock really needs is a "even if the target has PROTECTED" added to his "may use it to counter team abilities". Granted, it creates a bit of a corner case where he can Outwit other TA's that aren't PC/Q on characters that have other sources of PROTECTED, but that would be extremely rare.
Because its a Marvel piece, they couldn't actually errata it to specifically name Power Cosmic and Quintessence, but you could easily rule it that way if you're that worried about that weird corner case.
Thanks for the answers and additional questions guys! i had ruled at my lgs that Batman could NOT counter PC/Q as it now makes the character completely untargetable.
Only reason i asked here was to double check as it seems like they would have allowed him to hit PC/Q as 1) he is a GOD and 2) he came out post rules change.
