Hydro Armor: He has some cool effects when in water terrain, the free smoke cloud being particularly thematic, I like the special penetrating poison when in water, he could really cause some trouble on maps with lots of water.
Force: This guy is generating a lot of Knockback, the Barrier power is a great idea and works well as a representation of a repulser field. I like your take on an EMP with his trait, it would really come in handy within the set.
Heather Hudson: Great background support piece for Alpha Flight teams, the free move ability is great but the text for it doesn't tell us what the characters are supposed to move towards.

Even at 105 points, RCE with a printed 4 is staggering. I would drop it to a 3, and increase his cost 15-20 points. You may consider adding EE to his SP, as it would keep his relevant beyond click 1.

Ink Cloud: Once per game, when Hydro Armor occupies water terrain and is targeted by a range attack, you may immediately place 4 smoke cloud markers in the square it occupies and adjacent squares. The markers remain until your next turn.

Thanks for the feedback. Their point cost is low because they are like vehicles in that they can't take an action without a pilot. I like the suggestions on War Machine. I think Hydro Armor is probably right in respects with the rest of the set.
