I never cared for P\PB on Cyclops. His optic blast are strictly a force of energy, powered by sunlight. RCE and Force Blast suit him much better. Actually, it would be neat to see a Cyclops who is stronger when played on an outdoors map.
I view Penetrating/Psychic Blast as his uncanny sense of trigonometry and ability to bank shots into an opponent's Achilles Heel (not trying to be that guy that says you're wrong, I too prefer RCE on my Cykes, but thinking of powers in this manner helps me to justify it, so hope it helps). As to this guy right here, I think he's an effective use of 50 points. My only qualm is that there's a lot of Cyclops (2 others in this set alone) at 50 points, and The UXM 021's traited Leadership with a chance at Probability Control on top of his natural 7 range is hard to top. I would have liked to see the First Class X-Men at 40 points apiece to give them a more unique "Rookie" point cost and have the 5 of them be an even 200 point team.
Pretty standard for a Cyclops figure. I like the low point value and top dial is quite solid. Not crazy about the six range. In constructed, I’m probably still reaching for the UXM uncommon for the points, but this one offers some variety and quality in sealed.
Compared to the ALL-NEW X-Men Cyclops from the UXM FF, this new Cyclops has got a few things going for it: the X-Men First Class trait, and the option to bump up your attack or damage by +1. Not an easy choice to make, but a great version of Scott.

Can the player choose which stat to modify after the attack roll is made? I'm doubting it, but if the wording allows... "When he uses it..."
I wouldn't think so. According to the Rule Book on pg. 14 under STEP 2: CALCULATE ATTACK TOTAL, the attacker calculates their attack value (including replacements and modifiers as described on page 6) and then rolls 2d6. So you'd need to decide on where your modifier is going prior to the dice being rolled, IMO.

this is what I figured, but it never hurts to ask. Unless you're asking someone to punch you in the face.

Win/Loss: 0-1 This Cyclops is pretty meh, in my opinion. Low damage and average attack you get to modify one of them - problem is he is upstaged my UXM 50 Cyke who has better options and I'd rather spend the 10 more points to field the XXS Uncommon.
Visible Dials and Pushing Damage need to be optional. This is the way.
