If I have two trekos025 Lt. Leslie on the map will both be able to use his trait?

Ie: is the once per game referencing that instance of Lt Leslie or all characters called Lt Leslie.

Effects are always written to be self-referential. If a characters name appears in its own effect, it is meant as "this character". An effect has to say "characters named X" to affect characters with the same name.

As stated.

If you have 5 Lt. Leslies on your force then each gets to "report back for duty" once.

You and your opponents need to make sure that you all keep track of which Leslies have already reported back and which have not.
