Is there a limit to the amount of times something/someone can be perplexed? For example if I have a character that has perplex and that's within range and LoF of like 7 other characters that have perplex can I use all those characters to perplex a single stat on one character?

Short answer no. Long answer, only the net value change of all the modifiers matters. So, if your opponent got your Attack Value down -3, you could use all Perplexes to get it back to +3. Anything else becomes lost when you need to use the value.

Looking to get PR Professor X (W/X-Men) and pre-release "IC" Wolverine.
Hug it out with a squad of Big Tony pieces all you like. Surround the piece with 8, have them sidestep out with a new squad of Big Tony. Get a silly 16 uses of Perplex so you could get +3 speed, +3 attack, +3 defense, +3 damage, +3 range... huh, we've got an extra Perplex left, so we'll have another effect on defense just in case it gets Perplexed down (+4 caps at 3, but one -1 against it with still gets it to +3).

There are no real limits to how many modifiers an be applied to combat values although at final calculation they will be capped at 3.
If I apply 10 perplexes to my Batman's attack value, that is fine but 7 may be wasted by the rule of 3 but If I throw 10 perplexes on his defense value than they would still be capped at 3 but if an opponent wanted to perplex down my defense before attacking they would need to come up with 10 to negate mine before reaching his printed value.
Another good example is to look at Sam Cap and Renet Tilley.
So if Renet is carrying 2 Sam Caps, she will take -2 to movement for carrying but get +6 for carrying 2 Sams which leaves +4. Ro3 will kick in and cap that at +3.
Now if Renet carries 2 Sams and 2 other charachters then that is -4 and +6 which nets +2 movement. Now if you want you could use Sam Cap's perplex to increase movement again to get the full +3.
If a Green Lantern ta user carries 8 figures it will still only get -3 due to this cap per the rule of 3.
Long story short, as many pluses and minuses can be applied as either side wants but regardless the result will be capped at 3 when the value is figured for it's use.
