Yes, but you don't need to carry it to equip it. Any standard character can equip it.

From my understanding, there is one object in the starter set, there are figures in the set that come with other objects (Executioner with Bloodaxe, Thunderstrike with Thunderstrike, etc.), and each Colossal booster will come with an object as well.
As an uncommon piece of equipment, the Bloodaxe is a true gift to those of us who want to play teams with long-dial close-combat monsters. Shape Change is becoming a common 'extra' defensive power added to low-cost dials, so equipping a tent-pole with Battle Fury isn't nearly as much of a trade-off as it used to be in earlier eras of HeroClix. Besides Executioner, I've had LE Lobo and the lower-point Venom Hulk swing away while equipped with the Bloodaxe.
