COSMIC ENTITY: Living Tribunal can't be the target of an attack with more than one target.
RULE ON MATTERS OF COSMIC IMPORTANCE: When another character of 50 points or more is KO'd, give Living Tribunal an Evidence token. Give him two tokens instead if that character had the Cosmic keyword or could use the Power Cosmic team ability. POWER: Roll 2d6. If the result is less than the number of Evidence tokens, remove all of those tokens and issue a Verdict (See inside) you haven't issued yet this game.
YOU CAN'T KILL THE ABSTRACT - LIVING TRIBUNAL: At the beginning of each opponent's turn, that opposing force gets Action Total -1 (that turn) if it has more characters on it than any other force. When Living Tribunal is KO'd, that effect continues for the rest of the game.

VERDICTS
For the rest of the game, at the beginning of each opponent's turn that player chooses one of their friendly characters and deals it 1 unavoidable damage.
This turn, friendly characters have: "FREE: Make an attack."
Place all characters on the map up to 6 squares away from their current square.
For the rest of the game, opposing characters modify their combat values except range by -1 for each action token on them.
For the rest of the game, opposing characters can use Earthbound/Neutralized and Battle Fury.
So if you fire off Verdict #5, your opponent can choose not to use Earthbound/Neutralized and Battle Fury since it says Can use correct?
If I am correct, why or when would you bother using verdict #5 then, other than you having already used all the other verdicts.
No, a passive effect, like Earthbound/Neutralized that a character "can use" is not optional. Optionality in Heroclix indicated by the word "may".
Rulebook page 10:
Quote
Some powers or abilities are “always on” and don’t need to be activated or triggered. Passive effects don’t resolve and are not optional. They are always active as long as the power or ability can be used, though usually some of their effects only apply to specific situations.
Oh, ok didn't know that I thought can use was like Possessors where they can use but dont have too. Thanks for the clarification and that makes a lot more sense now.
