Regarding wkF17-001 Juggernaut's trait, what kind of attack is Mind Control?

WK: Since Mind Control can be activated as either a CLOSE or RANGE action, you may choose which action type to activate it with. If it is activated as a CLOSE action, Juggernaut may make the close attack regardless of adjacency. If it is activated as a RANGE action, he may make the range attack regardless of range and line of fire. Note that all other restrictions when making an attack still apply (such as being unable to make a range attack while adjacent to an opposing character).
