This really needs to be a sidebar in the 2019 rulebook, or hopefully they throw it in the updated 2018 Comprehensive book:

When drawing a line of fire from one elevation to another (whether different or the same), any characters (regardless of size) or terrain on an elevation lower than the lowest elevation that has a line of fire being drawn from it will not affect the line of fire.
It specifically says the line of fire being drawn from it. Does that include lines of fire being drawn to a lower elevation as well?
In other words if a character is on an level 3 square and shooting down towards a level 1 square, does a character (regardless of size) on a level 2 square in between the two characters block LOF?
I don't know if this is just a mis-understanding on my part, but I always think of LOF being drawn from the attacker to the target. So that ruling makes it sound like the only elevation that's being considered for "lowest elevation" is that of the attacker.
But that doesn't make any sense so I assume that I'm mis-understanding and the actual interpretation is "as long as the character in the middle is lower than both the attacker and target(s), he doesn't block LOF".

Thanks for the clarification on the reciprocity. I assumed it was that way, but the use of the word "from" and not "from or to" confused me.
And I admit that, having played Avalon Hill games that dealt with elevation LOF in a much more "real world" way, the way that HC does it feels....wrong. Which ends up making me more confused.
