Is batman 040 allowed the use the batarang twice? Once a free and once as range with a roll to destroy the object?

The instead isn't the deciding factor. It's the "may"

He may use it as a FREE. It doesn't take away his ability to use it as RANGE.
I don't think in either case he'd roll to KO it.

DM is correct. Batman wouldn't roll to KO either time.

Damn, I misplayed him yesterday. I thought he could only activate it as a free action; I could've ended my game a lot quicker knowing he could use it as a free action and a RANGE action.

... That’s not how language works. If WK intended Batman to be able use it twice, the “instead” clause is unnecessary. The instead clause implies he can only do it as FREE.

Edit: never mind, the “May” at the beginning saves it. Why can’t they write their powers better?

As I recently pointed out, this quoting is not a long term solution.

I would rather not people clog up rules threads with quote posts that have a limited impact.
