Just a clarification. "Friendly" as in the attackers force? So if the attacker has an action token he wouldn't be able to attack Captain Cold unless hes the only one left on his force? or...? The wording is a bit confusing to me. Thanks

Traits and special powers are written from the perspective of the character it's on, so "friendly" means friendly to Captain Cold. Captain Cold can only be attacked if he is the only character left on his own force.
