One of my favorite combos is Charge + BCF and this piece does it so very well. Great movement, attack, and defensive numbers, all the way down the dial.
Charge + BCF? 11 AV? Yes please. Turns into Charge + natural 3, and CR. That gives way to Leap/Climb, CR and EW. And then, on top of all that, she gets Regen at the end. Play The Society on her for super annoyance. Top notch piece!
As previously mentioned, charging BCF is particularly nice, and she has a nice solid defense of 17 to boot.
She doesn't need much in feats, although I would strongly recommend The Society - as it's free and makes her Injustice League team icon have at least some sort of use.
Saboteur could also be quite nasty as all the opponent's wild cards would be stuck with the original IL ability, but it could be a liability since you really want Babs in the thick of battle.
Finally, if you have three points to spare, Vault could come in very handy - allowing you to reposition her out of harms way after she gets her licks in.
I dunno about her as compared to the regular REV. She does pick up a couple new tricks (IL TA, Regen, CR and EW) but she also cost 1 point more than the V and has less BCF, the mid-dial attack upswing and 2 less clicks of life. OTOH, no more BF, which is a double edged sword. I'll definatly try her out with other IL figs and The Society card, but I'm not sure that she's going to take the V's place in my teams.
The REV are definitely good pieces BUT this LE does not have battle fury which makes her a better team player and the Injustice League TA too! And the end dial regen may help her last longer than her other versions. And she has her own theme song to boot! Ba Ba Ba Ba Barbara Ann!

Yes, this sculpt is based on Domaine's Cheetah. Given how the exclusive LE Professor Zoom was a simple repaint of Icons Unique Flash, giving Babs a darker wash-- and a skin tone closer to fur-- would have been nice.
