Leadership, Enhancement, and PD is so great for Gotham...plus with that extra action from her Leadership you're more likely to have actions to spare to activate her special Power to allow PD to ignore hindering...did it in sealed to allow her dad to shoot Batman, so crazy.

Just played her today. She was responsible for leading the police to take down a TC Barbara Gordon and crippling a Phantasm. I had to do a lot of shenanigans with hq013 GCPD Officers, but it worked.
