With the latest rules edition I am confused on whether characters get hindering terrain bonus versus a pulse wave attack. Once upon a time they did get bonus, then they didnt. Current pac refers to printed defense value but does not refer to terrain. Can someone clarify? Thanks
I found the wording confusing, that's all. It does specify ignoring characters. Seems like a green circle should be next to the gray circle. Thanks again.
Improved Targeting: Hindering (green circle) wouldn't be correct. That means lines of fire drawn during use of the power aren't hindered, which would affect other abilities that look for hindered line of fire.
The power turns off powers of characters "within range" (not line of fire) then draws line of fire to them. During this, their powers are off, so they can't use Stealth, and the attack uses their printed defense, so the hindering bonus wouldn't matter either.
So if you give this guy PW with exospex (or however it is spelled) he could do a running shot pulse wave and get the hindered bonus. 13 attack sounds good. But like Mic pointed out, if PW had IT: Hindering then he wouldn't be drawing hindered lines and would get no bonus.
There are probably better examples, but this one just popped into my head.
