Hi dears, sorry for another noob question but rules are not 100% clear to me on some points so I need your help:
I am playing a 300 points game and one team has 4 characters. I am allowed to activate 3 of them. So the 4th character is the Joker for example with "Probability control". Since I already activated the other 3 characters can I still use The Joker power to re-roll one of my attacks?
Also, in case The Joker has 2 activation tokens on him and my opponent is attacking me, can I still use Probability Control to ask him to re-roll his attack? Thanks !
There are no "activation tokens" in the game. There are only "action tokens". You give characters action tokens only when you give the character a non-free action, which are POWER:, CLOSE:, RANGE: and MOVE:. If a power uses any of these words, then you need to give the character an action token after resolving the action. If a power does not have any of these words, then you do not need to give the character an action token for using the power. Also, if the action is given "at no cost" you do not need to give the character an action token.
For example Charge on PAC:
CHARGE
Can’t be knocked back. POWER: Halve speed. Move, then CLOSE: at no cost.
Charge has a passive effect of not being able to be knocked back, which is always active and using it does not require you to give the character an action token. It also has a POWER: portion of moving half of your speed value and then making a CLOSE: at no cost. You will have to give the character an action token after resolving the action for the POWER:, but not for the CLOSE:, as that was "at no cost".
Another example, Probability Control on the PAC:
PROBABILITY CONTROL
Once per turn, you may reroll a target character’s attack roll or break away roll. A targeted character must be within range and line of fire, minimum range value 6.
As you can see, there are none of the action words present in this power, so you do not need an action to activate it. As you do not need an action to activate it, you will not need to give the character an action token for using it.
There are also FREE: actions, which do not require you to give the character an action token after resolutions.
Also, having two action tokens on a character only prevents that character from being given non-free actions. It can still use its power that do not require an action activate and it can still be given FREE: actions.

Wow that is a very complete answer thank you so much for that!
Just to drill it a bit more, here's a character that will often end up doing many FREE actions and could potentially not end up doing any costed actions (assuming someone carries him to move around).
* FREE to give him two more powers, both of which use FREE actions and give no action tokens.
* Conditional Sidestep.
* Stealth requires no action on your part. It's constantly active when it's not your turn.
* Mastermind & Super Senses simply trigger when he would be hit. It doesn't matter if you completely forgot about the piece until then and never gave him an action. They can just happen upon that condition being met.
Non-binary. Please refer to me in "they/them" pronouns. Thank you.

Hey thanks for your answer ! The community is very fast as kind. So just to make sure I understood, let's say I used a ranged attack. Added 1 action token to my char. After that I decided to sidestep (for free) and also use Outwit (for free). Ended up with only 1 action token and ended my turn. Is that correct?
