“THE BIG FREEZE: Once per game, give Elijah Snow a free action. For the rest of the game, while Elijah Snow is on the map other characters that can't use the Flight ability can only move in a direct path.”

Would this effect characters that don’t have the flight symbol but can use phasing/teleport?

Yep, PT ignores other characters for movement as far as physical placement on the map, it don't ignore all power's that affect movement.

Phasing Teleport grants IM: characters. Which, per the PAC says

This character can move through squares adjacent to
or occupied by opposing characters without stopping,
and automatically breaks away, even if adjacent to a
character that can use Plasticity.

Nothing is ignored. So nothing stops his power from applying.
