What this guy says is how I've judged games at every single venue I've helped run tournaments in since Cosmic Justice. As I both judge and play, I've been burned more than once on my own strictness of "That's time, people!" when I had a frantic turn of being stymied on what to do at the end before I actually called what I was doing.
Also a playing judge. Been running since CLOBBERIN TIME, as needed, and continually since ULTRON. (My preference would be to organize but not judge)
As for time keeping, I vary between 45-55 minutes, set the alarm on my phone, turn it face down and then no one knows how much time is left til the alarm goes off.
I hate the idea of giving a whole round or finishing out a turn because knowing that there's no consequences to that turn/round causes you to play in a way you normally wouldn't. Reducing it to finishing an action mitigates that as much as possible while still being fair to active player.
I can understand this point of view for something a little more competitive. The local crowd around here tries to have fun over being competitive, unless people are preparing for competitive events. Having that last turn knowing you don't have to worry about consequences can lead to some great moments.

To me it can all be fun.
And it is all fair IF you know the rules going in.
I think along Chaos there..when i do WK Official Events, it's Last Action. But at my home venue, i've always done Last turn to second player. In the past, there's been stalling our waiting out the clock concerns. I think Last Turn or as i call it "Second Player take or finish" helps avoid those. It can totally backfire if the the second player is a staller, but on the whole, it seems to work okay for casual weekly.
Contrary to popular belief, I do know what I'm doing
We generally know who's going to take longer to finish their last turns, and about how long that might take. We cut our game length down a bit to compensate. Usually just leaves the smokers a few minutes longer for a smoke break, or next round starts a little earlier. Most players will call it if the game isn't close enough for another turn to matter.
