If Witch Queen has her speed special power outwitted, and she misses an attack, does she lose her speed special power for the rest of the game?

I vote no. That is to say, I vote that she can still use her special power after the outwit's duration ends.

That portion of her power that shuts her power off can't trigger when she missed the attack, so it doesn't turn her power off after resolutions for the rest of the game. If it said something like "If she has missed an attack this game, she can't use this special power," that would be different.

You are correct. If she can't use it when she misses an attack there is nothing to trigger of that miss.
