When can a generated bystander move or attack? Specifically these:
Via Hela -
I HAVE BROUGHT THE ARMY OF THE DEAD TO THE GATES OF ASGARD: Hela starts the game with a Rise! token. When a character that isn't a bystander is KO'd, heal Hela 1 click and give her a Rise! token. FREE: Remove a Rise! token to generate a Fallen Warrior bystander.
or via Swarm -
ORPHAN SWARMS: Each time swarm hits an opposing character, after actions resolve put a Bee Swarm bystander adjacent to that character unless there already is one.
If I generate them, can they move or attack this turn? Or do they wait until the next turn? In the Bee Swarms case, can they poison after being generated?
I love doing this with FF Poison Ivy. If she already has Living Vines on the map with action tokens, I push them to get "free" attacks, and then spawn another one in their previous spot when they are taken off the map and then attack immediately again.
I'm guessing you've played Magic or Heathstone where a creature or card has something similar to summoning sickness. This seems to transfer a lot when people pick up Heroclix.
As everyone elses has said, nothing like that exists, so you're free to use the bystander the turn it's generated.
Glad you asked Mister Zombie. I was wondering that in one of my last home games. It appears I went with the correct ruling since the card didn't say otherwise.

I keep seeing people make MTG references on this forum for the last few years. I am worried that if I start looking too deep into it, I will find a new avenue of disappearing funds for an addictive game. TBH, every time I show up to the FLGS there TONS more MTG folks than clixers, so maybe I am the oddball out.

MTG is a great game. But if you only have time for one, stick with Heroclix. I mean, superhero collectibles, bro!
