Shazam just doesn't work. It is way too hard to get him into the fight, without getting clobbered. His combat values could all use a big boost. Worst of all though, the guy has some ugly defensive powers for the cost. He could've use Imperv instead of Invuln, and Invuln instead of ESD. He could be a fun piece to play in friendly games, but outside of that, don't field him.
Team this guy up with Wiccan or Michael Carter to make up for the mobility problem or TK him around the map. ESD is a little disappointing, and you could have Incap and Psy Blast change places on his dial for a more cost effective power set. Regen will help keep him alive.
I think one of the main reasons people have poor results with this guy is that their opponent looks across the table and sees a 200+ point chase figure with the Quintessence team ability - between his rarity, team ability, and point value this guy has a huge target painted on his forehead. I actually quite like this figure, though, and have used him successfully on the couple of occasions I've fielded him. He's definitely not built for your standard 300 point game though, I only use him at higher-point games.
The main reasons people seem to dislike him are lack of mobility and glass-jawedness. No move/attack powers is a bit of a bummer, but he's not the only high-cost Quintessence piece to get shunted in this department. In light of that, I feel like being a non-flyer actually helps him out because he can be taxied around. If you've got the points to do it, recruit Billy Batson to carry the old man into battle. I do wish his defense powers were a bit more robust, but ES/D actually saved him the last time I ran him. He got hit early on and landed on click 4, but I was able to whittle down the enemy to the point that they had a hard time hitting his 18 vs. range at that point, and he was at his highest damage output (prob helped protect him, of course).
Complaints about his attack values are valid, as they do get a bit low towards the end, but really once you reach Regen I feel like everything else is secondary. With no pushing damage there's really no reason you should be attacking instead of trying to heal, or phasing away to safety if danger is imminent. 7 is the real dud click because he's got mediocre values and nowhere to go but down from there - that's by far his most vulnerable spot. If he's on click 6 or higher, or if he's down to Regen, you have a fair chance of keeping him in the game.
Overall I think he's an average dial, which is a little underwhelming since he's high-cost and a chase figure, but he's not bad.
Well, he's certainly not as powerful as one might expect for THE wizard Shazam! I do like him though; he's not quite a one-hit wonder and always has either Outwit or Prob. The sculpt is also cool, aside from the book being off the base and attached to the chair only. I can certainly see him winning games if played correctly, and so I'm going to team him up with GF Doctor Strange and an Astral Strange. He'll even do decent if you give him the World's Mightiest Mortal or Black Adam as a partner.

@UniqueLoginNamor: You could also use the Envy relic, which is great for his PW (Sidestep into position; choose the highest AV of any target within LoF).
