If I have adjacent Citizen Steel:


and Commander Steel:


and I use the JSA team ability to replace Citizen Steel's defense value with Commander Steel's, would a close attacker be dealt 1 penetrating damage twice? Provided it hits Citizen Steel.

Also I would like to confirm if Commander Steel's penetrating damage takes effect even if the attacker misses, is that correct?
