deathstroke is stealthed in a bush. Aquaman is behind him. Seargent Rock is in range of both.

now then; rock can't shoot deathstroke cos he stealthed; fine. He can't shoot aquaman either; deathstroke blocks LOS cos he's a figure.
What the hell ? According to the letter of the rules, I can't see him to shoot at him, and I can't see past him to shoot someone one square behind, because he's in the way.
if there's an official ruling on this, can someone please tell me where I can find it ?
You're correct. If you'd like a more extreme example, replace Deathstroke with Atom and Aquaman with Hulk; now Atom is too small to see (stealthed) and you can't see the Hulk because he's hiding behind Atom! :-)
It's kinda silly, but that's how it's always been; common sense gives way to gameplay.
EE splash damage does not affect characters in different elevations. See PAC and then the elevation portion of rule book. Both can be downloaded off heroclix.com
Chopchop777, the reference was to the attacker being on a higher elevation, not the defenders.
For a character to take splash damage from EE they have to be adjacent to a primary target, that means they have to be on the same elevation. If Aquaman is on the same elvation as Deathstroke and the EE attack succeeds against Aquaman and the roll was high enough to hit the defense of Deathstroke, then Deathstroke takes damage as well.

If it makes it easier, this is the mistake you're making:
Stealth doesn't mean you can't see the figure, just that the figure is doing something that makes it impossible to draw a line of fire.
If you have to picture Deathstroke in a pink tutu juggling flaming coconut cream pies throwing Sgt. Rock into hysterics so he can't aim his gun properly (at Deathstroke or anyone behind him either), go ahead. Stealth doesn't mean invisible (err, Invisible Woman excepted), it just means impossible to target. Maybe they're holding up a chunk of concrete or dodging and weaving or whatever. You know they're in that bush, but you just can't get a good aim.
And as for the IW or Atom or other possibilities, think of them suddenly changing size/disappearing/etc in order to confound their attackers from range. In the early days of F4, simply turning invisible was enough for Sue to overcome her unsuspecting adversaries, and in later years she gained the ability to block/make her friends invisible, too.
