Cant post Kang because hes not in the units section. So hopefully you all know the card well enough to help.
I played against Kang earlier and I dont think my opponent played right. He was creating time portals and moving to them freely, then attacking freely in the same turn. That part sucks but may be right.
What I'm questioning is he had multiple portals on the map. He made multiple attacks from the same portal. He removed his other portals to make attacks from the same spot over and over.
1. Can he make multiple attacks in the same turn?
2. Can he attack from the same spot and remove other portals? I think he needs to move to an existing portal and make the attack from there.

Title Character: Starting Plot Points: 0
When Kang, The Conqueror is KO'd, at the end of each opposing player's turn, that player rolls a d6. 4-6: That player may remove an action token from one of their characters.
(+1)You Are Watching History Being Made!: FREE: Generate a Time Portal marker in a square within range and line of fire.
(-1)Time And Time Again: FREE: Place Kang, The Conqueror in an unoccupied square within range that has a Time Portal marker and then heal him 1 click.
(-X)Kang Wars: X is any number up to the number of unoccupied Time Portal markers on the map. FREE: Place Kang, The Conqueror in an unoccupied square with a Time Portal marker then give him a CLOSE or RANGE action. After resolutions, remove that marker. Kang, The Conqueror may be given this FREE action up to X times.
It literally says he can be placed in a time marker, make a CLOSE/RANGE and after resolutions, said marker is removed. That's a FREE that can be activated more than once, but after each one, the marker is removed, so you cannot make multiple attacks from a single marker.
Your opponent straight up cheated, or can't read.
To answer your questions, 1) Yes, he can activate the FREE as many times as Time Markers there are on the map and 2) No, he can't, as after the FREE has been activated, he removes the marker he used.
1. If your opponent activated the Kang Wars title ability, he would be able to make multiple attacks for the amount of plot points/time markers removed. The RANGE or CLOSE actions are at no cost. Kang is able to use the FREE that would allow for these at no cost actions as many times as plot points/time markers removed. Keep in mind that Kang would still be able to do a costed action before or after using Kang Wars, so he could get another attack off using the costed action.
2. Kang would have to be placed in an unoccupied square with a Time Marker. That specific time marker is removed after that CLOSE/RANGE action. So Kang would not be able to make all of the attacks from the same square.
