Compared to a piece, like, say, A:I's 50-point Mantis, Two-Face seems expensive at 75 points. Maybe a little Prob, Shape Change, or something would've made him much better. As is... meh.

Honestly, I feel he should've had 2 targets, and yeah, this is pretty shallow compared to his JW version. Still, a benefit on 2's isn't too bad. I would be satisfied if he were 50.

It's hard to justify that bloated cost, which is sad because BTAS Two-Face is my favorite look for Dent.

I really love most of the villains in this set, but this guy is a miss. If I'm going to use a Gotham City Crime Boss, poor Harv loses hard to The Penguin, who is 25 points less, has a harder to hit defense, and brings Outwit and the Underworld TA to the table.
