No. If a character has to stop during it's first movement during Hypersonic Speed, it may still make the attack after the movement ends (if able). It may then use its second movement breaking away if required and then recalculating it's speed value .
Now this went against my current understanding about how break away works. The venue I play at says that if you fail break away, that ends the action, and you don't get to attack. Is that wrong for charge as well?

Are we treating HSS as 3 separate actions ? The wording isn't very different from Charge. Is Charge considered 2 actions now?
The ruling you refer to doesn't involve breakaway. It states that, if your movement is stopped by becoming adjacent to a character with plasticity, you still get to attack. If this was not so, Plasticity characters would be impossible to charge.
