This also ignores the fact that we have figures that fundamentally do the same thing that Hulk does (altering the result of the d6) currently in Modern Age.
He has not been errata'd. Figures that alter the d6 roll of Regen are fairly rare, but if they wanted them to function differently than worded, this guy would have gotten changed at some point. Even if someone wants to take the "intent" approach, this pretty clearly demonstrates WK's intent on how these effects should be handled: exactly as written.
While I could argue this character is so niche that they probably forgot him, I'll admit you have met my standard. This is a character that adds to the result instead of altering the subtraction, is Modern, and is unchanged. I don't really have anything left to defend my position at this time.
But I can see why some people want that, and I don't think it's as unreasonable as you seem too.

We're not saying that the "halve after tokens" interpretation is unreasonable. Hell, we're not even saying you can't play it that way, if you like. We're saying that, based on the rules as they exist today, that the power simply does not work that way.

That's fair. You're right that this is not the place to discuss this, and I kinda forgot that.
With that said, the reason why I used the word "unreasonable", was because LJ used it:

The funny thing is if you play the Hulk's Regeneration as d6 roll and tokens/2 you get to strategize a little more. Example: roll the d6 and say you roll a 5 and have 3 Anger tokens you would add only 2 tokens since the total result of 7/2 would be 4 (rounded up) because an 8/2 would be a 4 as well, so why waste the extra token.
Just something to think about.

I'm not sure about the timing actually. It certainly has to be before the reroll-window closes, since the text "can't be rerolled" would otherwise be pointless, so it's definitely before the roll would otherwise be finalized. I think it happens before the d6 roll, as soon as you declare the use of Regeneration.
