there's also an awesome BFC that causes all walls etc to be destroyed and debris tokens placed instead......or something like that.

You are referring to Wasteland.
From the Player's Guide:
Quote
All elevated terrain is grounded hindering terrain. All walls are destroyed. All squares adjacent to walls are hindering terrain.
The rule is that you cannot print and play 3D game elements. You can print the cards that go with those elements, but you cannot print the element itself.
Whether your venue chooses to allow it as a house rule is entirely up to your venue.

EDIT: As for the BFC Wasteland: That doesn't really make DEBRIS does it? It doesn't seem like it....
I think you're right and Wasteland will not create debris.
From p. 12 of the 2010 Core Rulebook:
Quote
When a wall is destroyed, place debris markers in those clear terrain squares adjacent to both sides of the destroyed wall, as shown in
Figure 12, to represent the debris remaining after the wall’s destruction.
So debris markers are only placed in clear terrain squares adjacent to a destroyed wall.
From the Player's Guide:
Quote
All elevated terrain is grounded hindering terrain. All walls are destroyed. All squares adjacent to walls are hindering terrain.
So while all the walls are destroyed, the squares adjacent to the walls are hindering terrain. Since debris markers are only placed in clear terrain squares, not hindering terrain squares, debris tokens should not be placed adjacent to the destroyed walls.
bah! my evil plan was a failure.
NOOOOOOOOOOOOO!! o well. i was going on the assumption that when the walls were destroyed you placed the 'broken wall' tokens, which i assumed were classified as debris.
is there an official ruling on this? i shall consult my magic 8 ball and the
BN 2010 rulebook (or PG) to see if those little tokens are in fact called 'debris tokens'

i wonder if the reason they worded the BFC as such was to save a player the time of placing debris tokens all over the map making on heckuva mess.

Could I use both the utility belt and a special object? Like the bat signal or tank turret?
No. When they put the rules for resources in the rule book after the IG came out they included that you can't have any special objects on your force when you have a resource. That's why the IG says no resources on the card but the UB doesn't.
