To tell the difference between "modifier" and "replacement value" look for the word "becomes". Incap says that the character's DV "becomes" 0 so it is a replacement value. If it said that the character's DV was "reduced to" 0 then it would be a modifier.
Another example: look at Pulse Wave. The character's Range Value is 'reduce'd by a half (a modifier) while his DV 'becomes' 0 (replacement) if there's more than one character within half of his range.

If everyone knows what the card is supposed to do, and the 'nitpicking' done on it would make it horrible, why do we need a FAQ so bad? No one will argue that it doesn't deal the damage printed on the dial. Otherwise it'd be powerless. It's ridiculous the things wizkids is forced to FAQ sometimes.

I know what you mean, but by the current wording, the feat doesn't actually do anything according to the rules. Rules Lawyers live and breath this stuff so we have to pre-empt them.

I totally agree. It's easy to interpret the intention of the card.
However, you have to remember that this game is played on several different levels.
At a very high level (which attracts the very best in the gaming community) this is a very valid concern. A FAQ entry may be needed for this level of play.
What you all are forgetting is that the Feat Cards *supercede* all of the Heroclix rules as well as the PAC.
So when the card says "unmodified" it means without being reduced to "0" (which would "modify" the base damage) because this particular Feat doesn't use that aspect of Incapacitate. Think of Stunning Blow as a whole new power. You can add a token AND deal your base damage as well.
It does superceed the rules but it does not change the definition of the rules.
In some cases it does not even trump the rules.
1) Does Taunt allow you to move after being taxied (NAAT rule)? No
2) Does Passenger let you carry a flyer (FCCF rule)? No
3) Does Auto Regen let you regen multiple times (Start turn action rule)? No
4) Does Fastball Special let you throw a character into an occupied square (LoF rule)? No
5) Does Pounce allow you to ignore hindering terrain (1 action at a time rule)? No
6) Does Haymaker let you attack a character 10 squares away (definition of a close combat action)? No
7) Does Trick shot let you shot from the ground to the center of the building if the blocking terrain contains a hindering terrain object (Elevated Blocking Terrain Rules)? No
Superceeding the rules does not mean throwing out the basic mechanics and glossary definitions of the game.

Believe me if we got some trivial errattas for the wording of HSS, L/C, perplex, and outwit when we already knew there proper intent then an erratta here wont hurt.
Remember we are all trying to achieve the same thing. Clarify the rules so that a rules lawyer doesnt abuse them and sap the fun out of a tournament game.

I disagree with this. The reduced to 0 is a replacement. If it wasn't, then a 4+ damage incapper would still do damage with incap (even without stunning blow) due to the rule of 3. The "unmodified" part means that you cannot do more or less damage than is printed on the dial during the "second" part of the attack. The way I read it is that you do your incap with damage reduced to 0 as normal, add the token (or tokens for multiple targets) and then the feat allows you to do your "unmodified" damage value after the fact, so no perplex or enhancement, etc.
im just woundering but for the unmodified damage that some one would take can you roll with impervious?
Sure. Stunning Blow uses the unmodified damage value of the character to deal damage. Nothing says that the damage dealt couldn't be further modified (either via critical hits or damage reducers).
