Well, the way I see it, Perplex (and Outwit) effect the target continuously until the designated time when it ends. If the figure stops being a target of Perplex, then their stat return to whatever is printed. As long as the stat is being modified, the figure is the target of Perplex. The LoF requirement on Perplex is there only to determine who can be a target at the time the power is used.
Outsiders prevents a figure from being the target of and modifications that result from either Powers or TA's. Perplex is a power. Perplex does indeed target a figure. Therefore a figure that is the target of Perplex, ceases to be the target when they are the target of Outsiders.
The change I'd expect to see on the next DC PAC is that the wording of of Outsiders will change to the effect of "the target of this team ability ignores any modifiers to its combat value(s), resulting from the use of a power or a team ability, until the beginning of your next turn." That way it doesn't matter when the modifier was put in place, only that it is a modifier. Thus issues like this would be avoided.
Ah. Well, I'd just posted the question over there, though it does indeed appear to have been decided.
Well, okay... I can accept it. It's not necessary that I have to agree with the path taken to get there. I suppose if nothing else it gives us something to do with that Outsiders TA now; the restriction that it be used at the start of one's turn usually finds players forgetting to use it.

Agreed. The current language requires someone to have that idea of "continuous targeting," while a straightforward reading at least strongly suggests Outsiders is there as a protection from future tampering.
As it stands, it seems best to think of Outsiders TA as something of a reset button that's stuck in the pushed position, preventing any modification of the combat values by powers or TAs. If I think of it that way it comes the closest to making what's apparently the official ruling make sense.
constantly check if you're outwitted? what? so you're saying if i move out of LOS (or is it LOF) that i get my outwitted powers back? wrong.
It's not continually checking for line of fire or for countering. It's continually checking the target. That's all. Line of fire is only required during the action when Outwit is used. After that, only the target is continually checked.
