A 7 clicks of life flash with regen, toughness, ESD, and Super Senses... its just not flash imo. its like just too good in my opinion.
Flash's power levels at times have bene pretty insane and Heroclix hasn't ever come close to touching them (probably because it could easily be a negative play experience).
7 clicks is pretty reasonable for a meta, toughness stops poison (has he ever been poisoned ?) and maybe he's vibrating through most of a shot or rolling with a punch, ES/D helps to shows how hard it is to hit him (we're trying to push a Flash to the Nth degree here so we're pulling out most if not all of the stops ) .
I opt for Regen instead of Indomitable because he can push if he's smart about it, instead of point and click Indomitable.

The 15 can push to be faster that the 10 indomitable.
The 5 clicks can be the accumulated damage of a tremendous amount of punches or one super punch where he builds his speed and unloads. Mine was balanced by him taking 1 unavoidable, but maybe it could be moved to the end of the dial.

Your original posted dial would be 120 points at max.
Your version's 10 speed would be easily outwitable, subject to terrain, and have to take 1 unavoidable if he wanted to damage somebody with toughness (unless another character on your team had outwit/perplex). No way that's 166.

The OP and my versions had a trait where he ignores characters and terrain (which I approve), so catching a figure like that with Indomitable could be very aggravating on indoor maps.

I'M THE FASTEST MAN ALIVE: The Flash can use Super Senses and Energy Shield/ Deflection and ignores opposing Characters Super Senses and Combat Reflexes. PATICLE ACCELERATION: The Flash can use Phasing/Teleport. When he does if he doesn't move more than half his movement value he can make a close combat attack. INFINITE MASS PUNCH: When using Hypersonic if The Flash moves his full distance before making his attack modify his damage value +2. After actions resolve deal The Flash 1 unavoidable damage.
Damage values came up some but not to 5 damage levels, and on the ### end of the dial he's rocking a sexy exploit weakness to go along with his phasing teleport charge and to ensure he can maintain being a threat throughout the game. those last two clix, he ignores, damage reducers, super senses and combat reflexes... only thing keeping you safe from that 1 damage is your defense value and shape change.
140 at most. 3 decent clixs, without serious help he'll have to damage himself to hang with anybody in that point range. If he doesn't KO the figure with the Phasing/attack/exploit odds are that figure ends him.

Or, better yet, give him a special that allows him to choose either flurry or exploit weakness and use it with hypersonic. I think that's more comic accurate.
Very neat idea.
Maybe make the damage penetrating to get around all the colossals immune to Exploit Weakness.
