Okay after all the input provided by you guys I have tweaked him to the point that I am really happy with the dial I have made. My goal from the beginning was to create a tentpole Flash that was not broken but still powerful. I think I balanced his powers out pretty well. Let me know what you guys think of this.

He can't end his movement in blocking terrain. Infinite Mass Punch: Damage dealt by The Flash can't be reduced below 1. When The Flash makes a close combat attack he can modify his damage +2. If he does, deal The Flash 1 unavoidable damage after the action resolves. When his damage is modified by this power and the target opposing character has a point value of 100 or lower, they are knocked back equal to the damage taken. Speed Force Healing Factor: If there are no opposing characters within 4 squares of The Flash and he has no action tokens he can be given a power action to use Regeneration. Reduce the Regeneration roll by -1.

If you're going to give him Combat Reflexes and Energy Shield as a trait, why not just up his Defense by 2 as it can't be outwitted and he has it all the time?
Also, traditionally in clix, Speedsters don't get the ability to do 6 damage. Ever. I don't know why. I don't make the rules.
For "To Me, You're All Slow," I'd edit that last sentence to say: "or special power that duplicates these powers."

His point value went up to 165 and I changed "I Am The Fastest Man Alive" so that he only possesses combat reflexes and energy shield/deflection so that it can be outwitted. I also changed his damage to 2 for his first two clicks. I also changed the last line of his second trait. Thanks for the input. Let me know what you think.
The regen at the end of his dial represents his ability to heal quickly.

Looks awesome, but I don't get the Regen. Also, I'd remove Combat Reflexes and Energy Shield/Deflection from his trait. Its redeundant to have both IMO. Give him one or the other.

Okay I tweeked this a little more. I got rid of regen, although I still think that with his super fast healing he should have it somewhere but it seems that nobody agrees with this. Maybe he could have the regen roll reduced by 1 or something like that. And the Energy Shield/Deflection is also gone.

This dial is just too good IMO, especially for only 165 points, or 169 (justice league (silver Age) ATA).

Shape Change is highly used as disguises (i.e. skrulls) and the flash is susceptible to such trickery i.e. Mirror Master would use a lot of shape change. Being too fast for people to dodge however lends itself well to ignoring combat reflexes. I also found that giving the flash a full range (15 range) charge with 4 damage AND combat reflexes just doesn't lend itself well to creative game play and its stereotypically harder to shoot the flash than punch him. This itteration gives you the options of +2 damage OR +2 defense after an attack.
His opening speeds of 15 are just too much to contend with. His reach is ridiculous and catching him almost impossible. Nightcrawler is hard enough to catch and he only has a 14. Personally I prefer using Indom to help simulate speed. Think about it, a character without indom just feels so slow compared to a character WITH it. In addition I added 1 unavoidable to use super charge as the attack itself would take a lot out flash, but with indom using it willy nilly would be ridiculous.
I also felt like his dial was too long. A full dial of un outwitable super senses and a defense modifier ontop of a full dial of toughness is going to be hard enough to eat through. Specially when you consider indom and hypersonic. In addition I cut his damage numbers across the board. The flash doesn't necessarily hit harder than a normal human, he has to utilize his speed and smarts to damage foes. This is represented by perplex and infinite mass punch. On the second click of your dial the flash could hit for 5 clix of damage from 14 squares away through all kinds of terrain and stand in your face with a 19 defense, super senses, and toughness. And with most likely an 11 to hit. Just seemed a bit much for flash.
Finally the nightcrawler esc trait was just too much. Yes the flash can Phase through stuff, but he can't just dive in and out of it, every time i've seen him do it, its taken concentration and effort. Not to mention he almost always tries to just be "too fast" first and when that doesn't work he does this neat trick. I think its best represented by his special movement on the second half of his dial.
As a personal note, I play heroclix regularly with a guy that plays flash, sometimes nothing but flash or flashes >.> and its an incredibly annoying hero to fight. We were talking one day and I suggested that very special attack so i thought it was nifty you did as well. This dial would be one annoying figure to fight and frankly i'm glad i never will have too :P

I would tweak the numbers as such, and powers as such while trying to stay as close to you original idea, shorten the dial a scoot as he will already be hard to get rid of with his movement, and perma senses and ESD let alone having to get through 8 clicks with toughness. Droped the points a bit to compinsate for a more balanced dial

I agree with Regen. It's just more likely Flash should be 7 clicks with Regen or pushing 180-200 points depending on your version.

Speed values too low, needs at least 1 click more of life, damage values too low, Don't mean to rip but why would people pay 57 points more for this dial over DC75 Barry Allen ?

In fairness Nightcrawler has Stealth, and Shape Change, and is costing like 80 points less than his versions. Kinda against the Indom on Flash, since it'd be easier to catch him without it.

Better but still watered down for a Flash that we're trying to show cut loose. Needs another click of life, speed values should be higher, Think the Around the World SP of Barry Allen is better than this one though this one would be appropriate on a lower costed version.

Vibrate Molecules or Infinite Mass Punch:Damage dealt by Flash can't be reduced below 1.When Flash makes a close combat attack he can modify damage dealt by +2, if he does deal Flash 1 unavoidable damage after the action resolves.
I like the added option for his mass punch you added. Let him ping the big guys for 1,comic accurate. I'd say shazams observations are good and his variation, with the touch of regen is good. Not saying the other dials were not neat, but taking away from what your going for. Depending on what numbers tickled you most, I'd use shazams and my own spin as source material to tweak yours, and draw possible inspiration from the others. Also, again, shazams tweak to the mass punch I'd highly recommend. The rest as they say, is up to you

A 7 clicks of life flash with regen, toughness, ESD, and Super Senses... its just not flash imo. its like just too good in my opinion.

his speed values are balanced with willpower, 10 hypersonic twice in a row is much faster than 15 every other turn. His damage should be low. Flash dealing 5 clicks of damage is just um... not flash? Flash shouldn't be able to break down walls without utilizing his speed. I suppose on his non perplex clicks he could be bumped up to 2.

um... Will power, full dial of toughness, supersenses, ESD, consistant support abilities. The ability to hit someone for 3 damage, then again for 4 to either the same target or a different target through super senses and combat reflexes. idk i would definitely pay for those advantages.

um.. we already have to catch a 150 superman with 9 hypersonic speed and indom... only that guy flies and has a range value. I'm pretty sure this guy wouldn't be as dominant.

Mr. Barry here can't add +2 to his damage nor does he have perplex to bump it up to +3.

Damage values came up some but not to 5 damage levels, and on the ### end of the dial he's rocking a sexy exploit weakness to go along with his phasing teleport charge and to ensure he can maintain being a threat throughout the game. those last two clix, he ignores, damage reducers, super senses and combat reflexes... only thing keeping you safe from that 1 damage is your defense value and shape change.

Try giving him Exploit Weakness and Hypersonic but keep the damage value at a 2.
Or, better yet, give him a special that allows him to choose either flurry or exploit weakness and use it with hypersonic. I think that's more comic accurate.

Okay. I lowered his movement a little. I dropped his damage to a 1 on the clix that have perplex. I moved Need To Keep Moving to a special power instead of a trait. I gave him Phasing Teleport on his last click with a conditional regen. His point value was also increase to 180. I am trying to represent a Flash that is absolutely focused on the battle at hand. I want him to represent a Flash to be reckoned with. All of the powers I gave him are comic accurate(check them). Most of his powers are outwittable and when he goes for any big attack there is unavoidable damage being done to him.
The Flash is faster than Superman therefore his dial should represent that. He is a lot faster than Superman actually. Infinite Mass Punch is strong but it has its drawbacks. If I want to hit for anything above 1 I have to take damage. With the reduced damage on his perplex clicks there is no more doing 5 damage unless he is perplexed by other friendly characters.
