If the effect read "This character can use Mind Control and isn't dealt unavoidable damage from Mind Control" would that make it clearer? Because that is how the relic reads once you remove all the other powers. When a power appears in a list shouldn't make any difference.
If you have 2 relics that say
"This character can use Mind Control and isn't dealt unavoidable damage from Mind Control"
"This character can use Mind Control as a free action"
Does that mean you can combine them and use Mind Control as a free action and not be dealt unavoidable damage? I for one am not sure if you can, I think you need to choose one or the other (although I must admit to not being that sure about it).
Why am I removing all the other powers? The no damage from Mind Control isn't even anywhere near the part where it says Mind Control. It should come directly after Mind Control and be its own sentence if that's the case.

That is a list separated by commas, the number of elements in a series isn't really a good indicator of how a power works. The "and isn't dealt unavoidable damage from mind control" is still part of the same sentence. If they were separate sentences I would say they were separate powers and you might have a point, unfortunately though they are not. The mind control part reads the same if you remove any number of elements from that list.

Normally, yes, but that is mostly talking about force construction.
You can use one light object, one heavy object, and one "any" object, and relics fall into the "any" slot.
But your opponent could have placed a relic on the map as well, and suddenly now a character could potentially have two.
A resource like the power plant or the Book of the Skull could easily result in your characters having more than one relic.
And there is also no shortage of characters where a relic can be added to them or your force as a bonus.

In her case, it doesn't even count towards your force, meaning that you can even break the normal rule preventing you from using a special object with a resource.

So what i get is that let's say with angrir's hammer
This character can use Charge, Regeneration, Steal Energy, and Toughness. This character modifies its attack value by +2.
If my character already have charge it can't use toughness? I mean the sentence reads the same, list of power and an "AND" before thoughness that tie it up to the carge?

If Angrir's Hammer said "This character can use charge, regeneration, steal energy and doesn't replace it speed value when it uses charge"
You now have another relic that allows you to charge as a free action and you want to use it as a free action and also want to do the non-replacement value on the charge.
That would be a better analogy.

The point here is that IF the "and isn't dealt unavoidable damage from Mind Control" from the eye is just list as a separate power in a list of powers, and the "AND" is just to indicate the last thing on the list, it does not tie it up to the mind control grant by the eye, so if it's a diferent power what prohibits for use it with the mind control grant by other relic?
So, if the no feedback part of the Eye is tied to the Mind Control granted by the Eye, then that means that if Emerald Empress is assigned the Eye, when she has Mind Control showing in her speed slot she can't use the no feedback granted by the Eye as the dial takes priority?

But I would think that if the "no feedback damage" part of the Eye was directly ties to the mind control, then it should be with the mind control.
Something like "This character can use mind control and takes no feedback damage from doing so. This character can use incapacitate and improved targeting: Ignores hindering terrain, ignores characters."
As it is, the lack of feedback damage just seems like one extra ability that the Eye offers.

Improved targeting is not a power. Each different "type" of improved targeting is a separate game effect. A character can gain the use of each different type it can't already use, even if it can already use one type of improved targeting.

Just gonna say the obvious thing that the "no damage from Mind Control" is also not a power when you think of them as separate...
Don't get me wrong, I'm can understand the conclusion reached by folks like Mr.Bluerat but you gotta admit that this is just another one of those poorly worded powers that could have easily been remedied.
