Weird ruling. It looks a lot like they completely ignored the rulebook definition of "bystander tokens".

But whatever, it's their game.

That's been an "errata" for a long time, going back to before the rules deputies quit posting officially on hcrealms.

And I have that in quotes because one of them posted it in the rules forum as an effective errata, but since we haven't had a new player's guide in 11 months, it's never been codified into the written documents.
