A lot of the Gencon tournies have a 'no tactics' tag to them. Are resources/relics considered tactics?

Tactics are optional elements of HeroClix that
you can choose to play in your HeroClix games. Each brings new strategic depth and exciting opportunities to the game, but also additional rules and complexity.
Tactics should be added to your game only when you feel you’ve mastered all other aspects
of the HeroClix rules. Even then, you and those you play with might want to add only one Tactic at a time, learning each in turn. Tactics covered in this section include:

Also, I know that some of the events have extended that to also mean things like no Entities - so don't get taken off guard by that.

Thank goodness someone sees the value in enforcing rules. Entities not counting as tactics is an obvious loophole which would see nothing but abuse.

Thank you for posting the rules from the page. When I first saw the header I about passed out. What game doesn't require some kind of tactics to win. I thought maybe they were gonna say you have to move full power and attack whoever is closest, now that would be chaos

One more quick question:

Would horde tokens be considered tactics?

All bystanders (which horde tokens are) are considered tactics.

Horde Tokens are Bystander Tokens with special characteristics. Since Bystander Tokens are not allowed neither are Horde Tokens.

Are things like Flocks of bats and Spider-Bots considered bystanders?

Along with Toys, none of those things are bystanders.

Is there a reason for this in the rules?

No they aren't bystanders because they don't have a "H" or "B" in front of their collector number.

Bystanders don't have keywords, those things do.
