Only one of the resolutions would resolve without effect since....
If you activate "Monster Reborn" and your opponent chains "Imperial Order" you can chain "Scapegoat" and "Royal Decree" but only "Scapegoat" will resolve since "Scapegoat" will prevent any Special Summons, and therefore "Monster Reborn" cannot resolve.
If this is 2 seperate questions then what was posted by many at first would be correct. I took it as 2 seperate questions to start with.
Now if he is asking if he can chain Call of the Haunted, and then chain Scapegoats all to the same Giant Trunade/turn, then there would be a problem obviously.
I do not think it would be an illegal activation situation. Both cards could be legaly activated, the resolution is where the problem is. When the cards goes to resolve in reverse, one will activate before the other, and prevent the other from resolving with effect. So it would be a perfectly legal chain, you would just lose one of your two effects because of the stipulation Scapegoats has in it's text.
First of all, I want to thank everybody for the comments and/or explanations. I didn't expect my 2 questions to create a discussion of this magnitude.
I fully understand now how Scapegoat works in terms of when to Summon the tokens. However, now I have another question with regards to what HalfDemonInuyas said earlier about Giant Trunade: "Normal Stuff like Scapegoat, Waboku, Threatening Roar, etc would go to the graveyard." So, if my opponent uses his/her Giant Trunade card, I could chain it with Scapegoat, Waboku, etc. but they wouldn't return to my hand? Is that correct?
Actually, I would think that it would be more of an illegal activation, if you were to chain one or the other.

No, its not an illegal activation........
Scapegoat hasn't resolved so its condition isn't in effect and a summon hasn't occured yet in that turn. Call of the haunted has no restriction on activation. There's no illegal activation.
There's the ruling halfdemoninuyas posted involving imperial order. if it were an illegal activation you couldn't activate monster reborn and scapegoat in the same chain. That should make that much clear.
Swords of Revealing Light and similar cards are exceptions to the Giant Trunade VS. Non-Continious Cards chain ruling. Possibly a more accurate (but likely more confusing) way of saying it is: any card that would not normally stay on the field after its activation and resolution would not be returned by Giant Trunade when chained to it. Which is basically most normal spells, normal and counter traps and quickplays.
Spells and Traps that can be returned to by Giant Trunade are often classified as continious cards with also include Equips (if you didn't know). Also cards that state that they stay on the field for so many turns like Swords of Revealing Light or cards that turn into equip spell cards like Blast with Chain, are also cards that are returned by Giant Trunade.
Confusing right? Bit of a mouthful but should be correct. It alot easier to say the way everyone else has been saying it since there are so few exceptions to the ruling as of right now.
Also another nice target for Call of the Haunted when chained to Trunade is Sacred Phoenix. When the chain resolves CoTH will destroy Phoenix which will in turn active its recrusion effect. That very combo by an opponent cost me a top 8 once at a regionals.
people always forget field cards when they talk about cards that stay on the field. continous, equip, field, and other exceptions that specifically say that they stay on the field (swords of revealing light is the only 1 that comes to mind..)
