Too bad you won't get Malisa in time to use her, she's a pretty good unit!
Kym is a good "secondary" mech. She has good damage potential, but her short dial and 9 attack make her difficult to use against tougher stuff. Use her to back up one of SC's better medium mechs that cost in the 150-170 range. Specifically, I'm talking about Arnis, Liz, and the SC Sun Cobra. You NEED a mech with a 10 attack... You could even consider the excellent SC Koshi or Mijolnir if you want something cheap.
Also, consider putting some of that JJ infantry in a SC or Merc Crane (or even a DF Shun). Use this to get your infantry into your enemy's DZ as soon as you can to negate his arty. I personally love to use the Merc Crane with the Shadow Stalkers and The Scorchers in it. The merc crane is great against infantry swarms, and your opponent will have a brick in his shorts with that infantry causing havoc. If you got the Scorchers... USE IT. If you don't... GET IT! It is the best infantry piece in the game, period. The Shadow Stalkers are definatly in the top 10 too.
As far as Declan Devalis is concerned... Yes, he isn't bad, but just about any of the Liau heavies will wipe the floor with him. He can't do squat to targets with Hardened Armor, and he is way to slow. His good SC heat dial is negated by having to use pulse.
For the points, your much better off using the SC Sun Cobra and the SC Mijolnir. The Sun Cobra has the same range, attack value, and damage (before pulse) as Declan. He is also much more mobile (with 10JJ) and can manage heat better (vent 3). Sure he's easier to hit, but you also have a very annoying Mijolnir for your opponent to deal with. The Mijolnir can also do 4 damage (with pulse or a charge) and is fast enough that it won't have any trouble getting into a rear arc.
