I agree with the fact that Doom has a longer reach, but that's only relevant as far as the first attack, and it puts Doom in sort of a problem: He needs to land on those special attack clicks to make a dent in Doomsday, and that isn't happening most of the time, is it? If Doomsday is chipping 3 damage into Doom with his first two attacks, Doom isn't hitting his SP until Click 7, and at that point, Doomsday has such a life lead and can deal so much damage to Doom per turn, it's pretty much already over at that point, right? I understand Doom has two STOP clicks at the back of his dial, but he lacks his special attack on those clicks, so the most he'll be dealing to Doomsday is one damage, putting them back at an even playing field.
Doom's victory relies on Doomsday consistently missing his attacks, which is just as likely for Doom than it is for Doomsday. Assuming both players are rolling what they need to, Doomsday wins every time, no? I understand luck plays a factor in a game with dice, but probability wise, I'd imagine Doomsday wins more often than not.
Doom will get the first hit no matter what. If Doom goes first, he gets 2 shots in before Doomsday gets in up close. After that... yeah idk. Doomsday will have FLURRY with Exploit, and that's pretty scary.

How will Doom get two shots in before Doomsday gets in up close? Doom has a range of 9, Doomsday can move 11 and take a swing.

If Doom has to roll a 6-7 to hit Doomsday, with Probability Control, he'll succeed more than 80% of the time

You’re ignoring Doomsday’s Genocidal Hatred trait. He’ll only need a 7, because he’ll choose a keyword on Vic and get a +1. To attack AND damage.
More I think on it, more I think Doomsday isn’t losing this one ever. Vic gets knocked to click 5 as soon as DD connects, and that Shape Change won’t do squat.
Or, you bring some terrain, and can damn near put Doom onto his Stop click.

The winner will be who hit more than the other. If we assume no one misses a hit, even after Doom uses PC. then Dr. Doom gets the first hit in, which gets Doomsday mad to where he charges Doom and uses his flurry and exploit weakness. However, if Doom gets any of his PCs, and a breakaway here or there to distance himself to get additional range attacks in, that could turn the match in his favor. They need to make a Superman in classic costume with greatest sculpt ever, that can take down this Doomsday.

On his first click, yes. You missed the bolded.

This is true, given that Doom has a good chance of landing that first hit. That being said, as others have pointed out, while Doomsday has a harder time hitting Doom, Doom is hitting for a lot less damage. Additionally, the second Doomsday gets his first hit in, Doom has lost the prob advantage and isn't going to hit his special attack power until he takes another big hit.
Doom can hit more reliably, but it's still an uphill battle for him, given the chip damage he's doing. Doom needs to hit 11 times, Doomsday needs to hit 4 times.

If you play on a map that's Heavily blocking terrain like Realm of Death, then Doomsday will get the first hit since Doom can't shoot through blocking and Doomsday destroys it as he moves.

How exactly is Doomsday destroying blocking? I don't see that on his card...
Though I do think an indoor blocking-heavy map would give him an advantage for sure. Outdoors not so much, since his will mean that Doom can ignore most terrain when drawing line of fire.
