(Two major questions I have:
1. Can Doom's Pulse Wave & attack special ability cut through the restraints trait on Doomsday?
2. Which maps could give Doom a stronger shot - Golden or Modern OK.)

When you PW Doomsday, you pretend that there is nothing on his dial/card, except for STOP. If he had Restraints when you used it, then his Restraints would remain.

Doom Perplexes up his defense value. Now Doomsday has to roll a 7, twice (Probability Control), to knock Doom off his first click. Doomsday succeeds 31% of the time. If Doomsday takes one click of damage, then that number falls to 17%.
Doom's 13 hitting Doomsday's 20? Doom succeeds 81% of the time.
Doom almost has to leave the Restraints on Doomsday, because Flurry makes him far too dangerous. One of the only exceptions is if he can yank them off when Doomsday is pushed, and then knock his block off, next turn, with his special attack power.
EDIT: I think that Doom has a slight edge.

Doom's attack power doesn't prevent the Restraint effect from working normally.
I'll go with Dr. Doom, as Perplex and PC will give him an advantage if Doomsday's player rolls low (or crit misses) and/or chooses to play more conservatively early by not removing a restraint token.
Colossal Stamina and higher end-dial attack values are the deciding factor for Dr. Doom, imho.
Victor will hit first, always. He's got range and RS over an 11-speed charge. So Doomsday is really starting on click 2, with a 13 attack vs Doom's 20 defense (perplexed). There's no way Doom opts for the restraint removal. Once that first hit is out of the way though, it's a dice off, and I kind of lean Doomsday unless Vic's prob wins out.

Doomsday has the overall edge. Between the restraints and STOP clicks, Doomsday will be able to take out Doom and once Doom is on click 6 or later it's all over for him.
This is tough.... play it through & do a best 3. Report back here.
On paper, if the map lets Dr Doom use his range, he could get a headstart.
He need to spend a turn to uncuff Doomsday fully.
And then, he's relying on his high defence vs a relly high attack value; twice. Not to mention, he's breaking away from a Giant and that's still 3-6 I believe.
On a closer or tighter map, Doomsday is going to close the gap ASAP, his dmg with 1 hand tied behind his back is lethal... lose that Restraint token and he's wailing on Victor with both fists....

Wrath of Doom can (technically) be used -BUT- with no real effect because he's not hitting against a power Doomsday has. He'd be hitting to do no damage and remove the restraint token -or- he's hitting to do 1 damage each time.
The 1 dmg limit on Doomsday comes from the token, not a power.
I played against that Doomsday at my LGS and he got dismantled by my AFFE Horseman of War Hulk and SMBA Venom Thanos at 50 points. He’s big and scary but he still only gets one attack per turn if you don’t remove the Restraint and he has a hard time handling STOP clicks with Steal Energy. My Venom Thanos kept taking Prob every turn to try to make his attacks miss while any that did hit knocked him down onto his STOP, which he would immediately heal back up with Steal Energy. As long as Doom doesn’t remove the Restraint and has reasonable luck with his attack rolls, the double STOP with Steal Energy at the end of his dial is going to be very difficult for Doomsday to break through. It’s a bit tedious to kill him 1 damage at a time, but I think Doom can manage it just fine.

To answer your first question, Pulse Wave will cut through the restraint trait….for one.
Traits are abilities, not powers, so Doom’s attack special won’t cut through the restraint.
I’m thinking it’s a bad idea to remove the restraint unless you can drop Doomsday that turn.
That’s pretty much how you have to fight him. Chip away until he’s within range for you to nuke his remaining clicks before he gets to take advantage of that Flurry.
