CT Torch is 73, and I use him over the other Torches most of the time anyway.

I tend to play them with Doom or Nick Fury. Works out pretty well most times.

Why not try Whirlwind on him and Incap multiple target?

For the original Cloak and Dagger team, why not run another Lightspeed in place of Fortitude (to solve the feat cap problem)? I hate running comic accurate teams with clones, but statistically it works, and I much prefer the duo Cloak and Dagger to having them separate.
