Grant Morrison is the biggest hack at DC and gives Jeph Loeb a run for his money as King Hack of the Comic Industry.
As a Hulk fan, I think that's a bit harsh. Loeb apparently can't write his way out of a paper bag anymore.
Morrison is a great writer if he's given smaller scale stuff in which his rampant unconventionality/madcap insanity can be given room to stretch. When he's given a universe-spanning crossover epic, however, he tends to spread everything a bit too thin.
That or he could be going the Alan Moore route of a slow descent into legit insanity.

On the topic of Damien, my problem with him is that he barely has any redeeming qualities. They try to make him out like a badass, but he just comes off like a punk.
I'm waiting for the storyline where it's found out that Bruce lied about the blood tests saying he is Damien's father. That he's only covering the truth up to protect the kid and doesn't want him to know his real father is Jason Todd, who did have a fling with Talia at one point after his "resurrection" (thanks in part to someone punching reality).
I think it's great that Dick Grayson has grown from Robin into Nightwing and has finally evolved into Batman. Wally West did sorta the same thing by becoming the Flash after the COIE. However, for some reason I can live with Barry Allen having come back from the dead and having more than one Flash. That having been said, the fanboy in me would prefer there to be only one Batman.
This whole idea of the superhero franchise in Batman Inc. is somewhat interesting, but I will wait and see. The International League of Batmen (Heroes Club, whatever) sounds kinda cheesy. Let's just hope that Morrison isn't writing the new series while under the influence of the same drug that he used during Batman RIP.)

Wasn't this same premise more or less attempted[and eventually failed]using Jean-Paul/Azrael along with Dick temporarily?

Azrael was bad on purpose. Something else was going on with Dick, so in Dick's case I don't think it was a fair shake. In Azrael's case it was on purpose from jump street.

Really, Bruce has had a "Franchise" for a while now. How many operatives of his were running around during War Games, or even Battle for the Cowl? What I took from the panels and interview is that in the face of what Dr. Hurt did to him, Bruce takes the fight global and puts these operatives in various corners of the globe (obviously the Club of heroes makes a great starting point). Storywise this makes sense as Dick and Daimian have been almost exclusively fighting threats that have come to Gotham, so why not take the fight to them?
I think we still don't know whether this means two Batmen, a Batman in every city, Bruce as Super-Oracle, or something else entirely. But as Hatut said earlier, Grant hasn't let me down yet, so I'm willing to wait and see on this one.
Nightwing was a change from Robin, and Batman is a change from Nightwing.
While I agree with your statement, you consider that a good thing while I don't.
I might feel different if I thought we'd seen more of Dick Grayson in these stories. We've seen a generic Batman, the foil for Little Prince Damian, and the facilitator for the Resurrection of Saint Bruce. But other than Judd Winick*, nobody's really addressed how this plays into the ongoing story of Dick Grayson.
Now I happen to enjoy the Resurrection of Saint Bruce on its own merits, so I understand Dick had to play a certain role in there. But he's hardly the star of the story. Despite being in the cape and cowl, Batman and Robin is all about Bruce and Damian Wayne.

I really have to disagree with this. Dick's conversation with Alfred early on in the series about how to handle Damian and the cowl, Dick's frequent references to what he did as Robin, Damian's early snark about Dick not being good enough for the cowl, Dick's banter with the Knight (both former sidekicks now having taken over the roles of their mentor), Commisioner Gordon's recognition of how Dick is doing things different and comments about how even his underlings notice and appreciate that difference - none of those are elements of a generic Batman that might as well be Bruce. Those are elements of Dick Grayson as Batman.
...now, if we can just get Professor Pyg confirmed.
Some thoughts ...
1- I find it difficult to reconcile there being 2 "gotham" batmen.
Bruce is batman end of. The rest are story arcs that will be retconned if necessary at some point, I don't dislike Dick, Jason, Jean-paul or Tim (never read Damien) but I still think of them as Bat family.
2 - I like Morrison from the early days, but confess I've not read any of his stuff for a while so Can't comment
3 - Off topic (but slightly relevant) last year I had a fancy dress party themed "Costumed Adventurers", everyone had to invent their own character and explain their origin. My costume was a "Welsh Batman" and my background was that Bruce Wayne had created a world wise Franchise ..... I was the Dark Knight equivalent of KFC ! Was Morrison sitting outside the house stoned and listening to my ideas ...hmmmmm
