You may be looking at the wrong Robin. I'm using the DC10th. Going into this turn, he's got 2 Damage, putting him on a 16DV with Combat Reflexes. Angel would have needed a 9. Bobby can reroll that with his PC. Gets 7.

This Robin's also got the Bat Ally, so Iceman can't RS and shoot at him, as he's stealthed on an object. He can stay put and try to hit the 18DV in close combat

Angel misses then.
