Level Modulation is a horrible card. Pot of Avarice handles the same purpose, which puts LV8 back in the deck which is where you want him to be. Granted, Level Modulation will bring him out directly to the field, but allowing your opponent to draw two cards is not good.

R1989118 - Sure, let's give my opponent 2 free cards so I can Special Summon a LV8 that can't attack or negate Spells and during my End Phase, my opponent uses Book of Moon on my LV8 so that the Nobleman of Crossout that was drawn from the 2 free cards removes it from play.....No?

Tsukuyomi's actually in the S/D.....I have Mirage in as a "4th Decree"

1 Horus LV8 works out just fine...Based on how I play it, I really don't worry if it gets sent to the Graveyard most of the time because Pot of Avarice will throw it back in there...
