What makes Enhancement so different from SHIELD?
Enhancement is also an action.
Since, in my scenario, Puppet Master had not been assigned a token during the turn so far, he should be able to use the SHIELD ability provided conditions for it are otherwise met.

MC allows you to assign 1 free action. Since both MC and using the SHIELD TA are both actions, you cannot assign both actions to Puppetmaster.
You can assign 1 action, not 2.

Well said. I would also argue that Enhancement can't be used as it's also an action (free or not) and violates the "one Action" stipulation of Mind Control. If Puppetmaster were your own figure to begin with, Enhancement would be legal though (Just not SHIELD, which assigns a token).

I totally understand how MC works. I was only giving MY opinion of how I would like to see it work to maybe clear up some confusion...in doing this I think I may have added an additional layer of confusion to an already confusing situation. Sorry for that.
MC lets you assign 1 action to an opposing character. That action can be a free action, power action, or move action.
To make a long confusing thread even longer and more confusing... in the old rules you were able to "turn off" powers such as Outwit that your characters had. If I MC Black Panther and use his Outwit, as soon as I do that Black Panther goes back to my opponents control. Can he then immediately "turn off" Outwit, or does the Outwit remain until the beginning of my next turn? If the former is true, then MC'ing and using Outwit is pretty useless, is it not?

In the new rules outwit lasts until your next turn or until the characters loses outwit or is KOd. If you turn off outwit it is neigher lost (just cancelled) nor is the figure KOd.
So, in your example turning off the outwit does nothing and it remains until the beginning of your next turn or until Black Panther loses his outwit or is KOd.

I would consider HeroComplex to the Guru although Psylockeslover is one of the hardest working and really knows what he's talking about. I don't know what I'd call myself.

agreed, HC is the top man around here, but CM and I tie for a close second IMO........
