I would rule otherwise because of the section i bolded. They are only adjacent for the purpose of poison, not for the purpose of M+A. Therefore M+A is still active. IE if it was possible to give the transporter an action during the opponents turn (and during the poison free action), the transporter could use HSS.
For what it is worth, I tend to agree with this interpretation...
That said, nothing has been officially stated yet, so take that with a grain of salt
I wonder if they play test this with the new rules or the older PAC. I think KZ would have been a little more expensive if they realized he was affecting more characters.
Who knows maybe it was their original design. I wish we'd get a set design "director's cut" after the set release. Maybe an online Q&A with the designers. Just to see what their thoughts were on how they wanted the character used. I think if NECA let us behind the Wizkid iron curtain with more access players would feel more apart of the process.
Jimmy Olsen: "Hey, Robin! No green anymore, huh? Just red and black. What's with the new suit?
Robin: *looks up at Superboy's Statue* "They were his colors."
Superboy is the greatest hero of this comic book era.

I highly doubt that quantity of figures which may or may not be affected plays into it at all.
That's such a dynamic value that it can't be a factor.
Can I have a flier carry Kid Zoom causing his Stop! power to stop working while being carried? Kinda like why a flying HSS cannot get the benefit of Enhancement from a fig they are carrying.

No.
While KZ would be off the map while being carried, you'd need to give the character that is going to carry him an action while KZ was still on the map. And since KZ is still on the map, that action can't be HSS.
Running shot you place the carried character down before the attack right?
Yes it is actually relevant to the conversation
And Charge, and Pounce, etc.
Anything that attacks after movement is ended would cause the carried character to be placed back on the map. Anything that attacks during the movement means the carried character is still carried and off the map.

So carry away, but no HSS.
I thought so but had to ask to be sure. Thanks for the answer.
Really? I wouldn't think that transporters actually have HSS on their dial. Actually looking at Black Flashes wording: "Black Flash can use Poison. When Poison is used, adjacent opposing characters that can use Hypersonic Speed are dealt 2 damage instead." I don't think this would work since transporters can only use HSS if NOT based...

Ok that loophole is closed. Guess i'll have to find a different way to exploit Kid Zoom.
It would make the most sense to use Inertia and Kid Zoom (153) against Black Flash (150), as he'll halve his speed when using Phasing/Teleport. At least KZ will be able to use HSS to attack; Inertia will need to be carried ot TK'd in. Both characters need a 10 or better to hit
Another (and more expensive) alternative is to place KZ within 6 squares of Harley Quinn/Poison Ivy to negate the Black Flash's Poison damage. Also, Harley/Ivy can Perplex KZ or their own AV/damage values for a duo attack.

If you are that worried about Black Flash, just don't use any HSS characters.

He's a lot less scary then
I'm thinking that KZ and Inertia would be ideal in a larger point build, where the opposing team has Black Flash in addition to other HSS bricks (Superman, Martian Manhunter, etc.).
KZ is very difficult to use in a 300 point build, unless he can be Perplexed or can take advantage of an opponent's Outwitted damage-reducing power. KZ + AE Clark Kent (or two) would be an interesting team-up, as Clark has Perplex, and AE Superman clicks don't have HSS. Kid Zoom is on par with Icons or LE Flash (Starro) for most of his dial. Expensive? Yes. Useless? No.

They're both great in larger builds. I've run both (separately) in 2000-pt. games. One Inertia is bad enough, but I ran three together. Forcing an opponent to turtle is actually kinda funny.
I ran Kid Zoom (what's with the KZ abbreviation? Are we really that lazy? ) with Kryptonite Man against a team that had four characters either named Superman or with the Superman Ally team ability which usually come with some form of Hypersonic Speed. That was hilariously effective. We were on the Anti-Monitor map so it was easy staying within 8 squares (for Kryptonite Man) without letting them draw line of fire to the characters causing problems for them.
