Got a little behind on viewing the thread this week, but I'm all caught up now. Really liking the dials, especially Exhaust and Pao Fu.
Maybe I'm missing something, but why does Rintrah have Running Shot with a range of 0?
Also, I think you want to switch the order of the powers listed in Exhaust's special attack, so he can use Poison from his Smoke Cloud, not just consider characters to be adjacent to him after a costed Smoke Cloud.

Glad Pao Fu and Exhaust stood out to you. The former is an obscure character from the tail end of the 90s Ghost Rider run that I kinda liked. She was one of Blackhearts four anti-Ghost Riders and unknowingly the promised bride to Uriel, the possessing spirit of Danny Ketch. Fated to be wed, but destined to be locked in combat. Exhaust is a very recent villain who made a big impression for being creepy af. His whole thing is he shows up and kills everyone Ghost Rider saves. I think his stories have been ok so far. Room to grow, lets say.

Mephisto's Hellcycle: Improved Movement: Ignores Elevated. Spirit of Vengeance: When Vengeance attacks an opposing character that took damage from Mystics team ability since your last turn, he deals penetrating damage. If the friendly character that dealt damage from Mystics team ability also had this trait, Vengeance increases damage dealt by +1 during that attack. Spit Out Bone: When Vengeance makes a ranged attack, pick one: Energy Explosion and after resolutions deal all hit characters 1 damage --OR-- Penetrating/Psychic Blast and after resolutions deal all hit characters 1 Action Token.
