Ground Zero
Whenever a character makes a successful close combat attack, roll a six-sided die before damage is dealt. On a result of 5 or 6, the attack deals 1 additional damage. On a result of 1 or 2, after the attack resolves the attacking character is dealt 1 unavoidable damage.
Am I correct in thinking:
1) Can't use Prob Control to change the result
2) When making an attack with a locked damage this will still increase that number by 1 because it modifies the damage dealt not the damage value

How does the league typically handle rules changes? Are they implemented immediately, or wait until the end of the season to not have things suddenly change with teams that have already been drafted?

Usually rules changes begin the game after the rules become official.
We're probably going to have to explicitly make some changes in League rules to accommodate the new rules.

This is likely the largest set of rules changes we've ever go through in the leagues, so we'll have a bit to assess. And this will make those previous ones look like cake. Probably the biggest one was the Sinister PAC, which gave us those tweaked TAs and half a dozen power changes.

I think this might be the biggest change since the Legion Starter, but that starter didn't actually give us that many changes only additions. We'll probably wait to see the final product and then maybe vote as to whether or not to institute the changes this season or next.

Rumors have it that the new rules won't be released until the fall. However, it may behoove us to wait until next season anyway as it will give us time to digest the changes longer and won't mess with people's teams that they drafted under the old rules. Sweakland and Tanis come to mind with their Legion guys and you with Superman. They pretty much have all the powers covered so figures they have now won't necessarily work the same in the future.
I thought some starters were coming out over the summer. The What If and Elseworld sets have starters listed with their June releases, anyway.
Like I said, they were only rumors. It makes sense they would have the new rules in the new starters but that's what they said about the last starter they did and that didn't go over too well either.
The wizkids site said the new rules won't got into effect until sometime after Worlds, but that doesn't necessarily mean we won't have the rulebook (at least as a pdf) by then.
